Steam and Marinate Mussels
Steam the fresh mussels open, following the directions for moules marinière. Once they're open, discard the shells.
Toss the mussels in a bowl with the green onions, herbs, vermouth, lemon juice, and 1 pinch of pepper. Add the 4 tablespoons of salad oil. Let them marinate for half an hour before serving. You can serve them as they are, or drain them and fold in half a cup of mayonnaise for a creamier texture. Arrange them in a serving bowl or individual shells.
