Grab a medium mixing bowl and add the mayonnaise, ketchup, rice vinegar, mirin, garlic powder, paprika, cayenne pepper, and water. Using a wire whisk, blend everything together until the sauce is completely smooth and uniform in color — you shouldn't see any streaks of plain mayonnaise or ketchup.
You can serve this sauce right away, but if you have the time, letting it chill in the refrigerator for a day or two helps the seasonings deepen and meld. It's still good immediately, though.
