Combine the milk, tea, rice, cinnamon powder, ginger powder, cardamom pods, star anise, and cloves in a small saucepan. Bring the mixture to a boil.
Then, reduce the heat to low and let it simmer for around 20 minutes, stirring occasionally, until the rice is tender and the liquid has started to thicken.
Spoon the warm pudding into individual bowls.
If you prefer, you can carefully pick out the whole spices—the cardamom pods, star anise, and cloves—before serving. Just be cautious, as the pudding will be very hot.
