Combine Marinade Ingredients
In a medium bowl, whisk together the soy sauce, dry sherry, cornstarch, and black pepper.

Heat a large frying pan or wok over high heat until it's smoking hot — a bead of water should sizzle and instantly evaporate. Add the cooking oil, swirling to coat the surface.
Add the marinated beef slices, spreading them out in a single layer to ensure good contact with the hot pan. Let them sear undisturbed for 1 minute to get a good crust. Flip the beef slices, add the minced garlic, and continue to fry for another 30 seconds to 1 minute, until the beef is no longer pink.
In a small bowl, whisk together the cornstarch and water to create a slurry. Pour the prepared sauce and the cornstarch slurry into the pan with the beef. Stir continuously until the sauce boils and visibly thickens, which usually takes about 30 seconds.
Stir in the blanched broccoli, tossing to coat everything in the glossy sauce. Serve immediately, perhaps with some steamed rice, or enjoy it on its own.
