Add 2 to 3 inches of water to the bottom of a steamer and bring it to a boil.
While the water heats, arrange the halibut steaks on a plate that fits comfortably inside your steamer basket. Season the fish lightly with salt and pepper.
In a small bowl, whisk together the soy sauce, sesame oil, and pepper. Spoon this mixture generously over the halibut steaks, making sure to get every last drop.
Top the sauced fish with the minced ginger and half of the chopped scallions. Carefully place the plate into the steamer, cover, and steam for 8 to 10 minutes, or until the halibut is just opaque and flakes easily with a fork. Keep an eye on the water level in the steamer, adding more boiling water if it starts to run low.
