Pour in 1 liter of water, or just enough to cover the meat. Bring the liquid to a gentle simmer.
Continue to cook over medium heat until the meat is tender. If you're using a pressure cooker, 5 minutes at pressure should be enough to get it fork-tender.
Pour the fragrant garlic oil into the mulukhiyah, stirring to combine. Lower the heat and let the stew simmer for another 5-10 minutes.
Season with salt to taste. Serve with a generous squeeze of fresh lemon juice, and alongside short-grain rice or warm pita bread.
