Heat the blood orange olive oil in a large frying pan over medium heat until it's shimmering. While the pan heats, coat the flesh side of the halibut filets with garlic pepper.
Once the pan is hot, add the filets, flesh side down, to sear. Let them cook for about 30 seconds to get a nice crust, then use tongs to carefully flip them over.
Gradually add the chicken stock to the pan. Let the filets steam for another couple of minutes, then pour in the lime juice.
Once the liquid is bubbling and both halibut filets are opaque all the way through, add the green onions to the pan and swirl them into the sauce for a moment to warm through.
