Cook the Pasta
Bring a large pot of salted water to a boil. Add the mostaccioli and cook until al dente, meaning it still has a slight bite.

Drain the cooked mostaccioli and set it aside.
In a large skillet, combine the ground sirloin, sausages, onion, green pepper, and garlic. Cook over medium-high heat, breaking up the meat with a spoon, until it's fully browned and no pink remains.
Drain off any excess fat from the browned meat. To the skillet, add the tomatoes, chili powder, basil leaves, bell pepper, salt, oregano, sugar, pepper, tomato paste, and water. Bring the mixture to a boil, then reduce the heat to low. Cover and simmer for 15 to 20 minutes, stirring occasionally, until the sauce has thickened slightly.
While the sauce simmers, in a separate bowl, whisk together the egg, ricotta cheese, and Parmesan cheese until well combined.
Once the sauce is ready, stir the cooked mostaccioli pasta directly into the meat sauce in the skillet.
