Once baked, remove the brownies from the oven and place the pan on a cooling rack. While they're still warm, gently press a small well into the center of each brownie cup. Let them cool for 15 minutes before removing them from the pan.

In a microwave-safe bowl, melt the semi-sweet chocolate with the milk. Stir until the mixture is completely smooth, then set aside to cool slightly. In a separate bowl, beat the softened cream cheese with the powdered sugar until smooth and creamy.

Pour the slightly cooled chocolate mixture into the cream cheese mixture and mix until everything is smooth and uniform. Gently fold in the whipped topping until just combined.

Transfer the filling to a pastry bag fitted with a star tip (or use a decorator like Pampered Chef's Easy Accent Decorator, if you have one). Pipe the filling generously into the well of each brownie cup.
