Preheat your oven to 350 degrees. Lightly grease a 15x10x1-inch jelly-roll pan.
In a large bowl, combine the brownie mix, oil, water, eggs, and vanilla. Beat with a wooden spoon for 2 minutes, then stir in the chocolate morsels.
Arrange the cut brownie bites on a serving tray and set them aside.
In a small bowl, soften the gelatin in 1/4 cup cold water. Let it stand for 2 minutes.
Add 1/3 cup boiling water to the softened gelatin, stirring until it completely dissolves.
In a medium bowl, beat the heavy whipping cream with an electric mixer until it becomes foamy. Gradually add the sugar, continuing to beat until soft peaks form. Gently fold in the dissolved gelatin mixture, the maraschino cherries, and 3 tablespoons of the cherry juice from the jar. Cover the bowl and chill for at least 2 hours, or until the mousse is set.
To serve, either pipe or spoon the cherry mousse onto the prepared brownie bites.
